People type the name in many ways: dlmis gb, dlms gilgit or dlims gilgit baltistan. They all point to the same system. For a wider explanation of the acronym, read our guide to what DLIMS is.

What is DLIMS Gilgit Baltistan (DLMIS GB)?

The GB portal calls its system "DLMIS" rather than "DLIMS", and its pages expand the acronym in slightly different ways. PITB, the Punjab Information Technology Board, built it for Gilgit-Baltistan Police and provides technical support for the Khidmat Markaz services.

According to PITB, the system went live at the GB Police Khidmat Markaz in October 2022. Later, on 28 September 2023, Inspector General Afzal Mehmood Butt inaugurated DLMIS across the region at the Central Police Office in Gilgit.

The DLMIS portal describes a few core features:

  • One central database for licences across Gilgit-Baltistan
  • Central printing of secure, card-based licences
  • Delivery of printed cards through Pakistan Post
  • Issuance, renewal and category upgrades through Police Khidmat Markaz centres

In short, a licence issued in Skardu, Hunza or Gilgit now sits in the same database. That is why an online check works for any district.

How to verify a Gilgit Baltistan driving license online

Verification takes a couple of minutes. For example, employers, transporters and tour companies can use it before hiring a driver. You can also run it on your own card to confirm your record.

1Open the verify pageGo to dlmis.gbp.gov.pk/verify on your phone or computer.
2Enter the requested detailsType the CNIC and licence details in exactly the format the form shows.
3Complete any security checkAnswer the captcha or question if one appears.
4Submit and read the resultCheck the name, licence categories and validity dates on screen.

The form's labels may change over time, so follow what the page shows rather than any old screenshot. If the result does not match the card, compare each digit first. After that, contact the DLMIS team on +92-5811-930590 or at dlmisgbp@gbp.gov.pk, the details listed on the portal.

Several unofficial sites use similar names. The only official verification address is dlmis.gbp.gov.pk/verify.

For licences from Punjab, Sindh, KP or Islamabad, use our all-province licence check instead, since each region keeps its own records.

DLIMS Gilgit Baltistan learner permit at Police Khidmat Markaz

First, every new driver in GB needs a learner permit. According to the GB Police Khidmat Markaz page, each district has a Khidmat Markaz in an accessible location. There, staff can issue an online, system-generated learner permit within about half an hour.

Here is what the DLMIS How to Apply page says about learners:

  • Khidmat Markaz centres issue learner permits every day.
  • Each permit stays valid for six months.
  • You need a copy of your CNIC and a medical certificate from an authorised medical practitioner.
  • The minimum age is 18 for a motorcycle or car and 21 for LTV (rickshaw, taxi and commercial tractor).

However, the page also lists a Rs60 postal ticket and a Traffic Rules Code Book among the learner documents. Requirements like these can change, so ask the Khidmat Markaz what it needs before you go.

The 42-day rule in Gilgit-Baltistan

Once you have a learner permit, you must hold it for at least six weeks, which is 42 days, before you apply for the regular licence. The DLMIS How to Apply page lists the "original learner permit of at least six weeks" among the requirements.

This rule also explains a date you may see online. GB Police announced that online regular licences would start "after 42 days", on 3 June 2023. That timing matches the six-week wait for the first online learners.

So use those six weeks well. Practise on quiet roads first, then build up to traffic in Gilgit or Skardu town before your test.

Getting your permanent GB driving licence

After 42 days, return to the Khidmat Markaz with your original learner permit and pass the driving test. Once you pass, DLMIS records the licence and sends it for central printing. The printed card then reaches you through Pakistan Post.

Meanwhile, keep your learner permit and payment receipts safe. Also, make sure your postal address is complete, because the card travels by post.

Documents for the regular licence

  • Original learner permit held for at least six weeks
  • Endorsement form
  • Copy of your medical certificate
  • Copy of your CNIC
  • Two attested fresh photographs
  • Driving test fee, as per the current schedule

DLIMS Gilgit Baltistan fees

GB Police publish a fee schedule on the DLMIS How to Apply page. Its heading reads "Driving License Rates (2024)", and it covers a three-year licence. Here are the issuance fees as shown on 30 September 2026:

Gilgit-Baltistan driving licence issuance fees, 3 years (DLMIS, 2024 rates)
CategoryFee
MotorcycleRs500
CarRs1,000
Motorcycle + carRs1,200
LTVRs1,000
HTVRs1,500
TractorRs1,500
LTV + PSVRs2,000
HTV + PSVRs3,000

The same page lists an International Driving Permit at Rs2,500 for issue and Rs1,000 for renewal. It also shows per-year renewal rates by category, with separate late charges.

However, keep in mind that the table carries a 2024 label. Learner and test fees are not set out clearly there either. So confirm the full amount at your Khidmat Markaz before you pay.

DLIMS Gilgit Baltistan licence renewal

The DLMIS portal lists renewal among its services. Its How to Apply page sets out a simple penalty rule:

  • Within one month of expiry: no extra charge.
  • After one month, up to 90 days: a 50% fine.
  • From 90 days to one year: a 100% fine.

GB Police also said that online renewal of regular and commercial licences would follow the launch of online regular licences. Renewal still starts at a Khidmat Markaz for most people, so check with your district centre first.

Mountain driving and licence categories

Gilgit-Baltistan's main artery is the Karakoram Highway (N-35), which climbs through narrow gorges towards the Khunjerab Pass on the China border. It carries cargo trucks, buses, jeeps and tourist traffic on the same road. Landslides, steep drops and sharp bends are part of the route.

That is why the licence category matters. An HTV licence covers heavy vehicles such as trucks, and PSV covers vehicles that carry paying passengers. Under the GB schedule, these combined categories cost more than a car licence, and they demand proper training.

For drivers, a few habits help:

  • Drive only the vehicle class printed on your licence, especially on hired jeeps and coasters.
  • Use low gears on long descents instead of riding the brakes.
  • Check road status with local police before long trips, since slides can close sections.
  • Save the GB Tourist Police helpline (1422 with the district code, e.g. 05811-1422 in Gilgit) and Rescue 1122 on your phone.

Driving in GB with a licence from another province

Yes, you can. A permanent driving licence issued in Pakistan is valid throughout the country. So a Punjab, Sindh, KP, Balochistan or Islamabad licence lets you drive in Gilgit, Hunza or Skardu, for the categories printed on it.

That said, carry the physical card and your CNIC on the trip. Checkpoints are common on the KKH, and officers may ask for both. If your card is from Punjab, you can verify it beforehand on the DLIMS Punjab portal guide. Islamabad and Sindh drivers can use the DLIMS Islamabad and DLS Sindh guides.

Foreign tourists and the IDP

Foreign visitors should carry their home licence plus an International Driving Permit issued in their own country. Rental firms and tour operators set their own rules, so confirm with them before you book a self-drive trip. Alternatively, you can hire a local driver for the KKH and the valley roads.

Common DLIMS Gilgit Baltistan problems

Fortunately, most issues have simple fixes:

  • Verify page shows no record. Check the CNIC and licence number digit by digit. An older, pre-DLMIS licence may need a check at the issuing district.
  • Card not received. Cards travel by Pakistan Post, so confirm your address with the Khidmat Markaz and ask for the dispatch status.
  • Learner permit expired. It lasts six months. If it lapses before your test, ask the Khidmat Markaz about a fresh permit.
  • Fee differs from the table. The online schedule carries a 2024 label. The amount the Khidmat Markaz quotes on the day is what you pay.
  • Portal not loading. Try again later or from another network, rather than using an unofficial copy.
