DLIMS Gilgit Baltistan learner permit at Police Khidmat Markaz
First, every new driver in GB needs a learner permit. According to the GB Police Khidmat Markaz page, each district has a Khidmat Markaz in an accessible location. There, staff can issue an online, system-generated learner permit within about half an hour.

- Khidmat Markaz centres issue learner permits every day.

However, the page also lists a Rs60 postal ticket and a Traffic Rules Code Book among the learner documents. Requirements like these can change, so ask the Khidmat Markaz what it needs before you go.
The 42-day rule in Gilgit-Baltistan
Once you have a learner permit, you must hold it for at least six weeks, which is 42 days, before you apply for the regular licence. The DLMIS How to Apply page lists the "original learner permit of at least six weeks" among the requirements.
This rule also explains a date you may see online. GB Police announced that online regular licences would start "after 42 days", on 3 June 2023. That timing matches the six-week wait for the first online learners.
So use those six weeks well. Practise on quiet roads first, then build up to traffic in Gilgit or Skardu town before your test.
Getting your permanent GB driving licence
After 42 days, return to the Khidmat Markaz with your original learner permit and pass the driving test. Once you pass, DLMIS records the licence and sends it for central printing. The printed card then reaches you through Pakistan Post.
Meanwhile, keep your learner permit and payment receipts safe. Also, make sure your postal address is complete, because the card travels by post.

The same page lists an International Driving Permit at Rs2,500 for issue and Rs1,000 for renewal. It also shows per-year renewal rates by category, with separate late charges.
However, keep in mind that the table carries a 2024 label. Learner and test fees are not set out clearly there either. So confirm the full amount at your Khidmat Markaz before you pay.
DLIMS Gilgit Baltistan licence renewal
The DLMIS portal lists renewal among its services. Its How to Apply page sets out a simple penalty rule:
- Within one month of expiry: no extra charge.
- After one month, up to 90 days: a 50% fine.
- From 90 days to one year: a 100% fine.
GB Police also said that online renewal of regular and commercial licences would follow the launch of online regular licences. Renewal still starts at a Khidmat Markaz for most people, so check with your district centre first.
Mountain driving and licence categories
Gilgit-Baltistan's main artery is the Karakoram Highway (N-35), which climbs through narrow gorges towards the Khunjerab Pass on the China border. It carries cargo trucks, buses, jeeps and tourist traffic on the same road. Landslides, steep drops and sharp bends are part of the route.
That is why the licence category matters. An HTV licence covers heavy vehicles such as trucks, and PSV covers vehicles that carry paying passengers. Under the GB schedule, these combined categories cost more than a car licence, and they demand proper training.

- Drive only the vehicle class printed on your licence, especially on hired jeeps and coasters.
- Use low gears on long descents instead of riding the brakes.
- Check road status with local police before long trips, since slides can close sections.

Driving in GB with a licence from another province
Yes, you can. A permanent driving licence issued in Pakistan is valid throughout the country. So a Punjab, Sindh, KP, Balochistan or Islamabad licence lets you drive in Gilgit, Hunza or Skardu, for the categories printed on it.
