DLIMS Islamabad: Verify, Renew and Manage Your ITP Driving Licence

DLIMS Islamabad is the Islamabad Traffic Police portal for learner permits and licence verification in the federal capital. This guide explains how to use it, what ICT licences cost, how renewal works from Pakistan or abroad, and how to check e-challans safely.

Independent guide
dlims.com.pk is an independent guide and cannot look up licences; the official ITP portal is dlims.islamabadpolice.gov.pk.

What DLIMS Islamabad does: quick answer

Quick answer

DLIMS Islamabad (dlims.islamabadpolice.gov.pk) is the Islamabad Traffic Police's online licence system. Use its Verify option to check a learner permit or licence, Apply to request a learner permit online, and the same portal for renewal, including renewal by overseas Pakistanis. For queries, call 051-9001541. E-challans are checked separately on the Islamabad Police e-challan page.

The portal only covers licences issued in the Islamabad Capital Territory (ICT). So if your card came from Rawalpindi, it belongs to Punjab. People searching dlims rawalpindi should use DLIMS Punjab instead, because Rawalpindi licences sit on Punjab's system.

How DLIMS Islamabad and ITP licensing work

The Islamabad Traffic Police (ITP), part of Islamabad Police, issues every driving licence in the capital. According to the Islamabad Police website, ITP handles new licences, renewals, duplicates, international permits and learner permits. It also runs licence verification, the e-challan system and online appointments.

Most counter work happens at ITP headquarters on Murree Road, Shakarparian, where ITP had moved by mid-2024, according to Dawn. In addition, ITP runs licensing branches in city sectors and mobile licensing units. You can book a slot through the ITP online appointment system before you go.

In April 2026, ProPakistani reported that ITP moved to a paperless process, from medical assessment to licence issuance. It also reported that applicants now need only their CNIC as a document. Dedicated counters for women and senior citizens opened at the same time. If you want to understand the DLIMS name itself, see our explainer on what DLIMS is.

Islamabad driving license verification online

Islamabad driving license verification runs through the same DLIMS Islamabad portal. The Islamabad Police homepage links licence verification directly to dlims.islamabadpolice.gov.pk. However, the form fields may change, so follow what the page asks for.

1Open the portalGo to dlims.islamabadpolice.gov.pk from the Islamabad Police website or a saved bookmark.
2Choose VerifySelect the Verify option on the DLIMS Islamabad home screen.
3Enter your detailsType your CNIC without dashes, plus the licence or permit number if the form asks for it.
4Submit and reviewCheck the name, licence category and validity against your card.

In short, that is the method behind searches such as islamabad driving license check online by cnic. Keep your CNIC and card in front of you, because one wrong digit returns no record.

Verification for employers, embassies and visas

Employers, rental firms and embassies often ask for proof that a licence is genuine. First, try the online check yourself and take a screenshot. If they need a formal letter, ask the ITP licence branch about the current procedure and charges. Dawn reported in May 2025 that Islamabad Police charge fees for various certificate and verification services, so confirm the amount at the counter.

Guard your CNIC
Enter your CNIC only on islamabadpolice.gov.pk addresses. Private "DLIMS" sites cannot see ITP records, and some collect personal data.

Islamabad learner license online through DLIMS Islamabad

ITP launched its online e-learner permit system in late September 2025. As a result, you can now apply from home instead of queueing at Shakarparian. Here is the usual flow:

1Register on the portalOpen dlims.islamabadpolice.gov.pk and choose Apply to create your account.
2Fill in the formEnter your personal details and choose the vehicle category you want to learn.
3Attach documentsUpload the documents the form requests, starting with your CNIC.
4Pay the feePay the Rs1,000 learner fee through the method the portal offers.
5Save the permitKeep the permit the portal issues with you while practising.

The learner permit lasts six months, according to the fee notification Dawn published in May 2024. Use that time to practise, and ask ITP about any conditions attached to the permit. Once the minimum waiting period ends, book your test through the portal or the appointment system. For Punjab's separate learner rules, see our Punjab learner guide.

Driving without a licence in Islamabad
In autumn 2025, ITP announced a crackdown on unlicensed drivers, warning of arrest and vehicle seizure; the deadline was extended from 1 to 7 October 2025, as The Express Tribune and ProPakistani reported. A valid learner permit or licence is essential before you drive in ICT.

ICT driving license fee in 2026

The Islamabad administration notified the current fees in May 2024, and Dawn repeated these rates in July 2026. That July report covered an Auditor General audit that questioned increases of up to 733%. Reports also said the administration was asked to review the fees, so check before you pay.

ICT driving licence fees (notified May 2024, reported July 2026)
ServiceFee
Learner permitRs1,000
Non-professional licence (car, motorcycle)Rs3,000
Professional licence (LTV, HTV, PSV)Rs10,000
Digital licence cardRs2,000
Duplicate, conversion or endorsementRs3,000
Duplicate learner permitRs500
Licence restorationRs20,000

Beyond these, Dawn's May 2024 report listed smaller charges. For example, it named a Rs200 medical fee, road test fees of Rs200 for cars, Rs300 for LTV and Rs500 for HTV, and a Rs200 road safety education charge. Dawn also reported a Rs2,000 "extra protocol" fast-track service in May 2025.

You can read the audit coverage in Dawn's July 2026 report. Punjab fees work very differently, as our Punjab fee guide shows.

Islamabad traffic police license renewal online

Renewal in Islamabad depends on how long ago your licence expired. So renew early, because the ICT fee climbs steeply once three years pass.

ICT driving license renewal fee (notified May 2024)
When you renewFee
Within 30 days of expiryRs2,000
Within 1 yearRs2,500
Within 3 yearsRs3,000
After 3 yearsRs8,000

Renewal from inside Pakistan

Start on DLIMS Islamabad, which the Islamabad Police site lists as its renewal portal. Then follow the portal's steps, or book an appointment and visit Shakarparian with your CNIC and old licence. If you want a new card, the digital licence card costs Rs2,000.

Online renewal for overseas Pakistanis

ITP also offers online licence renewal for overseas Pakistanis. The Islamabad Police homepage links its Driving License Renewal service to dlims.islamabadpolice.gov.pk. Pakistan's embassies and missions have publicised the service too.

Before you start, keep a scan of your CNIC or NICOP, your old licence and your passport ready. Then check the portal for current document, medical and delivery requirements, because we could not confirm them online. The overseas service covers ICT licences only. For a Rawalpindi or Lahore licence, use Punjab renewal instead.

E licence Islamabad and the digital licence card

Two different things share the "digital licence" name in Islamabad, so it helps to separate them. One is a printed smart card, while the other is a copy you download.

The digital licence card

The digital licence card is the physical smart card ITP prints for your licence. It costs Rs2,000 under the May 2024 fee notification. Printing and delivery take time, so ask the branch how long to expect when you apply.

The virtual licence you download

In January 2024, ProPakistani reported that Islamabad Police introduced virtual driving licences. Residents enter their CNIC number, licence number and expiry date on the official website, then download the licence. Unlike KP, we found no published instruction telling ICT officers to accept a phone licence in place of the card. Therefore, carry your physical card while you drive.

Punjab's phone copy works differently, as our DLIMS e-licence guide explains. For KP's phone licence, which Peshawar traffic police accept, see our KPK verification guide.

Documents DLIMS Islamabad asks for

The April 2026 paperless change means your CNIC does most of the work. Still, keep these items ready, because the branch may ask for them:

  • Original NADRA CNIC (or NICOP for overseas applicants)
  • Learner permit when you apply for the permanent licence
  • Old licence card for renewal, duplicate or endorsement
  • Any medical form the branch asks for
  • Passport with a valid visa for an International Driving Permit
  • Payment receipt or confirmation screenshot

Islamabad e challan check and payment

ITP issues e-challans for traffic violations and lets you track and pay them online. The official address, as linked from the Islamabad Police homepage, is the ITP e-challan page. There, you enter the vehicle or challan details it asks for to see any outstanding fine.

Many people search for islamabad e challan check karne ka tarika; the method is simply that official page, not an SMS link. In addition, Islamabad Police offer the Smart ICTP app for complaints and verifications on Google Play and the App Store. For payment problems or disputes, call the ITP helpline on 1915.

Fake e-challan SMS messages
In August 2026, ITP warned citizens about fraudulent SMS messages claiming unpaid fines and carrying payment links. Never pay through a link in a message. Instead, check the challan yourself on the Islamabad Police website and never share banking details by SMS.

Rawalpindi is different again. Punjab e-challans come from the Punjab Safe Cities Authority, so check them on the PSCA e-challan portal.

International Driving Permit in Islamabad

ITP lists international permits among its licensing services. Typically, applicants need a CNIC, a valid Pakistani licence and a passport with a visa for the country they will visit. However, we could not confirm the current ICT IDP fee online, so ask at Shakarparian. Separately, the Motorway Police keep their own licence records, which you can check on the NHMP licence portal.

Common problems with DLIMS Islamabad

Most trouble comes from a wrong portal, a typing slip or a slow connection. Try these fixes before you visit the branch.

  • No record found: check whether your licence came from ICT at all. Rawalpindi and other Punjab licences won't appear on DLIMS Islamabad.
  • Portal not loading: government portals slow down at busy hours. Try again later or on a different network.
  • Payment done but status unchanged: keep the receipt and call 051-9001541 with your CNIC ready.
  • Card not received: ask the licence branch about printing status and keep your receipt handy.
  • Wrong spelling or date on the card: request a correction at Shakarparian before your next renewal.
  • Suspicious challan SMS: ignore the link and check on the official e-challan page instead.

Final word on DLIMS Islamabad

DLIMS Islamabad now covers most of what an ICT driver needs, from learner permits to verification and overseas renewal. Pair it with the official e-challan page and the 1915 helpline, and you rarely need an in-person visit.

Finally, check fees before you pay, because auditors have questioned the 2024 rates. If your licence came from Rawalpindi or elsewhere, use that province's system instead. For feedback on this guide, contact the DLIMS Guide team.
